About PCAF
The Partnership for Carbon Accounting Financials (PCAF) is a global partnership of financial institutions working together to empower their sector to take action on emissions reductions by enabling the measurement and disclosure of the emissions associated with financial activities, and to support greater transparency and accountability.
PCAF signatories develop the “Global GHG Accounting and Reporting Standard for the Financial Industry” (the PCAF Standard) which is aligned with the requirements of the GHG Protocol related to Scope 3, Category 15. As well as this open-source standard, the PCAF signatories develop and maintain a range of practical resources for signatories to support them in implementing the PCAF Standard.
PCAF was founded in 2015 by 14 Dutch financial institutions and has since expanded within Europe and to North America, Latin America, Africa, and the Asia-Pacific region. As of April 2024, more than 475 global financial institutions have become PCAF Signatories, and by doing so demonstrated their commitment to measuring and disclosing on the GHG emissions related to financial activity in line with the PCAF Standard.
About the PCAF Standard
The “Global GHG Accounting and Reporting Standard for the Financial Industry”, also known as the "PCAF Standard", including its ongoing updates and expansion, is governed by the PCAF Core Team and is shaped by the needs of PCAF Signatories.
Since its first release in 2020, the PCAF Standard has expanded to include the financed emissions for seven asset classes, as well as a (re)insurance associated emissions and facilitated emissions.

About the PCAF Japan Secretariat
CSR Design Green Investment Advisory, Co., Ltd. was appointed as the PCAF Japan Secretariat in April 2022. We provide financial institutions in Japan with information on global trends related to PCAF, and share Japan-specific situations and information with the PCAF Global Secretariat, thereby contributing to the development and growth of PCAF in Japan. The PCAF Japan Secretariat works closely with the PCAF Japan coalition, which was launched in November 2021 by Japanese member institutions of PCAF, and supports its activities. The Secretariat also collaborates closely with Principles for Financial Action for the 21st Century, which is supported by the Ministry of the Environment, to disseminate the PCAF Standard to regional financial institutions.
In June 2023, the PCAF Japan Secretariat held an online seminar titled "Methods and Examples of Calculating Greenhouse Gas Emissions (Financed Emissions) of Investment and Loan Companies Using PCAF" jointly with the Principles for Financial Action for the 21st Century (LINK).
